4/ Le Salon au Grand Palais
Art. 1 – Heretofore, the Grand Palais on the Champs-Élysées shall be used exclusively for different functions of the Ministry of Public Education and the Fine Arts (Fine Arts Division)
Art. 2 – The Minister of Public Education and the Fine Arts is responsible for overseeing the execution of the present decree:
The ‘Salon’ is a mission entrusted by the French State.
By Decree on 30 April 1901, and published in the Journal Officiel on Monday, 6 May 1901 (no.123).
On the 27 December 1880, Jules Ferry, President of the Council, Minister of Public Education and the Fine Arts, in consideration of the wishes expressed by the High Council for the Fine Arts, in its meeting on 13 December 1880, asked that the artists who had already exhibited their work in the ‘Salon’ be eligible for membership to the Société des Artistes Français – the sole heir of the Salon – The Société was granted public utility status by decree on 11 May 1883.
Our ‘Société des Artistes Français’ was therefore entrusted with the task of organizing, on behalf of the State, the annual fine arts exhibition.
By means of compensation, and given the extent of the work with which the State entrusted the Société des Artistes Français, the State guaranteed in return the use, without charge, of the Palais de l’Industrie, the venue where the arts fair was held before the construction of the Grand Palais.
After the demolition of the Palais de l’Industrie, the Société des Artistes Français was forced to ensure that the previous guarantees and advantageous conditions relating to the use of the former venue, would also apply to the new premises of the Grand Palais.
‘So as to pursue the mission with which we have been entrusted, the State must ensure our use of the space of the Grand Palais for said purpose and preserve our right to do so. The other associations to which the State may also allow the use of the premises, should in all justice be subject and secondary to the previous rights of the former Salon of the Champs-Élysées’ (Committee of 9 December 1901).
